Statistical First Release

Special Educational Needs In England, January 2010 Introduction This Statistical First Release (Sfr) brings together the information available on Special Educational Needs (SEN) and related information about special schools in England. It provides analyses on the characteristics of pupils by their provision of SEN together with information on the assessment and placement of pupils with statements of SEN. It provides additional information to the 2010 figures given in the Sfr “Schools, Pupils and Their Characteristics” (issue 09/2010), published in June 2010 at http://www.dcsf.gov.uk/rsgateway/Db/Sfr/s000925/index.shtml. Information is drawn from two sources: the School Census and the SEN2 survey. Figures from these two sources should not be aggregated or compared, see Technical Notes 2 and 4. The main changes from last year’s Sfr are that for the first time information is included on: • Pupils attending maintained primary schools and state-funded secondary schools identified as gifted and talented (Table 10)

• Pupils attending maintained primary schools, state-funded secondary schools and special schools by their first language (Tables 9A, B and C)

Key Points Incidence And Placement Of Pupils With SEN Pupils with SEN in schools (Tables 1A and 1B)

• In January 2010 some 220,890 (or 2.7 per cent) pupils across all schools in England had statements of SEN, the same percentage as last year.

• The percentage of pupils with statements of SEN placed in mainstream schools (nursery, primary, secondary, academies, city technology colleges) was 54.9 per cent (compared to 55.6 per cent in 2009). The corresponding figures for the proportion of pupils with statements of SEN placed in maintained special schools was 38.1 per cent, with 4.3 per cent in independent schools, 2.0 per cent in non-maintained special schools and 0.8 per cent in pupil referral units.

• In 2010 there were some 1,470,900 pupils with SEN without statements representing 18.2 per cent of pupils across all schools. This is an increase of 0.4 percentage points from 2009.

• The incidence of pupils with SEN both with and without statements is greater in state-funded secondary schools (2.0 and 19.7 per cent respectively) than in maintained primary schools (1.4 and 18.5 per cent respectively).

Newly made statements of SEN (Tables 2 and 3A)

• Of the 27,550 children assessed for SEN during the 2009 calendar year, 26,490 (96.2 per cent) were issued with a statement for the first time. Of those children issued with a new statement, 6.5 per cent were placed in resourced provision or SEN units in maintained mainstream schools, a further 62.1 per cent were placed maintained mainstream schools, 23.6 per cent in special schools (maintained, non-maintained and independent), 2.7 per cent in registered early years education settings and 5.2 per cent elsewhere, a similar profile to the 2008 calendar year.

All children with statements of SEN (Tables 3B, 4A and 4B)

• Figures for all children with statements of SEN (not just those in schools) show that the number of statements maintained by an authority has decreased by nearly 700 from last year to 228,220 in 2010. 53.4 per cent of children with statements of SEN were placed in early years settings, mainstream schools, resourced provision in maintained mainstream schools or SEN units in maintained mainstream schools. This represents a decrease from last year.

• 76.2 per cent of maintained primary schools and 56.6 per cent of state-funded secondary schools had less than 2 per cent of pupils with statements of SEN. Less than one per cent of both primary and secondary schools had over 10 per cent of pupils with statements. However, there is some variation at regional level.

Characteristics Of Pupils With SEN

This section presents analysis of the characteristics of pupils with SEN, this includes gender, free school meal eligibility, ethnic group, first language, age and those identified as gifted and talented. These were not included within the Schools, Pupils and their Characteristics publication (http://www.dcsf.gov.uk/rsgateway/Db/Sfr/s000925/index.shtml).

Gender (Tables 5A, 5B and 5C)

• In maintained primary schools, the incidence of pupils with SEN without statements is greater for boys (23.4 per cent of boys have SEN without a statement) than it is for girls (13.5 per cent).

• Similarly the incidence of pupils with statements of SEN in maintained primary schools is much higher for boys than it is for girls. In January 2010, 41,620 boys in primary schools had statements of SEN (2.0 per cent) compared with 15,660 girls (0.8 per cent).

• State-funded secondary schools show a similar picture regarding gender: the incidence of pupils with SEN without statements is greater for boys (23.6 per cent of boys have SEN without a statement) than it is for girls (15.7 per cent). The incidence of boys with statements is nearly 3 times that for girls. In January 2010, 47,090 boys in state-funded secondary schools had statements of SEN (2.9 per cent) compared with 16,540 girls (1.0 per cent).

Age (Tables 5A, 5B and 5C)

• The rate of pupils with SEN without statements in mainstream primary schools increases with age, reaching a plateau at ages 8 and 9. In state-funded secondary schools, for pupils of secondary- school age, this rate decreases from age 11 onwards.

• The rate of pupils with statements of SEN in mainstream primary schools also increases with age, but at a slower rate. For secondary school age pupils in state-funded secondary schools, the rate of pupils with statements is fairly constant.

• In special schools, the rate of pupils with SEN without statements is highest in pupils aged under 5. For pupils with statements of SEN, the rate is lowest for pupils under 5 and remains almost constant from ages 6 to 18.

School meal arrangements (Table 7)

• The proportion of pupils known to be eligible for free school meals is much higher for pupils with SEN than for those pupils with no SEN. In January 2010, 30.2 per cent of pupils with SEN (with and without statements) were known to be eligible for free school meals in mainstream primary schools compared with 14.2 per cent of pupils with no SEN. In state-funded secondary schools the comparable figures were 25.8 per cent for pupils with SEN and 11.0 per cent for pupils with no SEN. In special schools 33.5 per cent of pupils with SEN are eligible for free school meals.

Ethnicity (Tables 8A, 8B and 8C)

• In January 2010 around 16 in every 1,000 pupils of White ethnic origin had statements of SEN in mainstream primary schools. The figure is similar for mixed pupils but for Black pupils the figure is around 20 in every 1,000.

• In state-funded secondary schools 20 in every 1,000 pupils of White ethnic origin had statements of SEN. This figure is similar to those for both Black and Mixed pupils.

• The proportion of pupils with statements of SEN was greatest amongst Traveller of Irish Heritage (around 28 per thousand in maintained primary schools and 61 per thousand in state-funded secondary schools) and Gypsy/Roma (around 24 per thousand in maintained primary schools and 42 per thousand in state-funded secondary schools) groups. However, caution is recommended in interpreting data for these groups due to the small numbers recorded.

• Similarly, the proportion of pupils with SEN without statements was greatest amongst Traveller of Irish Heritage (56.1 per cent in primary schools and 54.5 per cent in state-funded secondary schools) and Gypsy/Roma (45.8 per cent in primary schools and 47.3 per cent in state-funded secondary schools) groups. Again, caution is recommended in interpreting data for Gypsy/Roma and Traveller of Irish Heritage children due to the small numbers recorded.

• In both maintained primary and state-funded secondary schools, the lowest occurrence of SEN (with and without statements) was generally found in pupils of Chinese ethnic origin and Asian ethnic origin. Again, caution is needed in interpreting data for Chinese children due to the small numbers involved.

First Language (Tables 9A, 9B and 9C)

• The proportion of pupils with statements of SEN is slightly lower for pupils whose first language is known or believed to be other than English, in both maintained primary (1.4 per cent, compared to 1.7 per cent for those whose first language is known or believed to be English) and state-funded secondary schools (1.4 per cent, compared to 2.0 per cent for those whose first language is known or believed to be English).

• However, the proportion of pupil with SEN without statements is slightly higher for pupils who first language is known or believed to be other than English, in both maintained primary (22.1 per cent, compared to 21.3 per cent for those whose first language is known or believed to be English) and state-funded secondary schools (22.9 per cent, compared to 19.2 per cent for those whose first language is known or believed to be English).

Gifted and Talented (Table 10)

• In maintained primary schools, the percentage of pupils with SEN (with and without statements) who have been identified as gifted and talented was 4.0 per cent. In state-funded secondary schools, this figure was slightly higher at 5.0 per cent.

Type of need (Table 11)

• Distribution across the types of SEN is similar to last year. The most prevalent type of primary need amongst pupils with statements of SEN in primary schools was speech, language and communication needs (24.3 per cent); in state-funded secondary schools it was moderate learning difficulty (20.1 per cent) and in special schools, severe learning difficulty (23.7 per cent).

Pupil: Teacher Ratios (PTRs) And Pupil: Adult Ratios (PARs) In Special Schools (Table 13) This section updates the provisional figures included within the School Workforce Sfr (http://www.dcsf.gov.uk/rsgateway/Db/Sfr/s000927/index.shtml) published in May, and additionally includes information on non-maintained special schools. There are no changes to key figures or the main trends previously published. • The within-school Ptr and within-school Par in maintained special schools have remained constant from 2006.

• In January 2010 the within-school Ptr in non-maintained special schools was 5.1, up from 4.9 in January 2006, and the within-school Par was 1.0, compared to 1.2 in January 2006.

Technical Notes

1. Information presented in this Sfr is drawn from two sources: the Schools’ Census (Sc) and the SEN2 Survey. Figures sourced from Sc and the SEN2 Survey are not directly comparable. 2. The Sc has collected information on pupils with special educational needs (SEN) on the census date in January from schools since 1985. It is completed by schools and records those pupils with and without statements who are educated at the school, regardless of which Local Authority (LA) is responsible for the pupil. Figures for pupils with SEN without statements were collected from maintained primary and secondary schools for the first time in 1995. 3. In January 2002 the Sc introduced a major change in that primary, secondary and special schools reported data at an individual pupil level for the first time. Whilst the overall collection of pupil level data for these schools was successful, it is possible that some discontinuity in the time series data has resulted from this underlying change in data collection. For instance, the national trend in SEN pupils with statements between 2001 and 2002 in Sc is different from that shown in the SEN2 survey. Whilst there are valid reasons as to why the figures will be different between these surveys, it is unusual for the trends to differ to this degree. Therefore information from this release may not be compatible with information for earlier years shown in previous publications. 4. The SEN2 Survey has collected information on children with statements on the census date in January and new statements made in the previous calendar year from LAs since 1984. SEN2 is completed by LAs and records those children for whom the LA is responsible (regardless of whether they are educated in the LA’s own maintained schools, in other LA’s schools, in the non-maintained or independent sectors or educated other than at school). 5. Arrangements for identifying and providing for children with SEN are set out in Part Iv of the 1996 Act (and, prior to this, the 1981 and 1993 Education Acts). New rights and duties were introduced by the SEN and Disability Act 2001 (Senda). A Code of Practice, issued in 1994, supported the rights and duties in the 1996 Act. A new SEN Code of Practice was introduced in January 2002. All LAs, schools and early years settings must have regard to it. 6. The Code of Practice introduced in January 2002 replaced the five stages with School/Early Years Action, School/Early Years Action Plus and Statements of SEN. The effect of this change was to reduce the number of pupils recorded as having SEN without statements. Numbers of children with SEN without statements reported in 2003 and later are not directly comparable with earlier years. Therefore information from this release may not be compatible with information for years prior to 2003 shown in previous publications. Revisions/Updates 7. The description ‘state-funded secondary schools’ refers to those schools maintained by the local authority, including middle schools deemed as secondary, city technology colleges and academies.
