Introduction

This Statistical First Release (Sfr) brings together the information available on Special Educational Needs (SEN) and related information about special schools in England. It provides analyses on the characteristics of pupils by their SEN provision together with information on the assessment and placement of pupils with statements of SEN.

Information is drawn from two sources: the School Census and the SEN2 survey. Figures from these two sources should not be aggregated or compared. See Technical Notes 2 and 4.

Key Points

Incidence And Placement Of Pupils With SEN

Pupils with SEN in schools (Tables 1A, 1B and 1C)

• In January 2011, some 224,210 (or 2.8 per cent) pupils across all schools in England had statements of SEN. This percentage has remained unchanged in recent years.

• The percentage of pupils with statements of SEN placed in mainstream schools (nursery, primary, secondary, academies, city technology colleges) was 54.3 per cent (compared to 54.8 per cent in 2010). The corresponding figures for the proportion of pupils with statements of SEN placed in maintained special schools was 38.7 per cent, with 4.3 per cent in independent schools, 1.9 per cent in non-maintained special schools and 0.8 per cent in pupil referral units.

• In 2011 there were some 1,449,685 pupils with SEN without statements representing 17.8 per cent of pupils across all schools. This is a decrease of 0.4 percentage points from 2010, following increases in the years prior to this. Most of the decrease is in pupils at School Action.

• The incidence of pupils with SEN both with and without statements is greater in state-funded secondary schools (2.0 and 19.4 per cent respectively) than in state-funded primary schools (1.4 and 17.9 per cent respectively).

Newly made statements of SEN (Tables 2 and 3A)

• Of the 26,870 children assessed for SEN during the 2010 calendar year, 25,885 (96.3 per cent) were issued with a statement for the first time. Of those children issued with a new statement, 7.0 per cent were placed in resourced provision or SEN units in maintained mainstream schools, a further 62.3 per cent were placed in maintained mainstream schools, 22.8 per cent in special schools (maintained, non-maintained and independent), 2.3 per cent in non-maintained early years settings in the private and voluntary sector, and 5.6 per cent elsewhere, a similar profile to the 2009 calendar year.

All children with statements of SEN (Tables 3B, 4A and 4B)

• Figures for all children with statements of SEN (not just those in schools) show that the number of statements maintained by an authority has increased by nearly 800 from last year to 229,015 in 2010. Of those, 51.8 per cent of children with statements of SEN were placed in early years settings or in maintained mainstream schools (including in resourced provision or SEN units in maintained mainstream schools). This compares with 53.4 per cent in 2009.

• 76.0 per cent of state-funded primary schools and 57.4 per cent of state-funded secondary schools had fewer than 2.0 per cent of pupils with statements of SEN. Fewer than one per cent of both primary and secondary schools had over 10.0 per cent of pupils with statements.

Characteristics Of Pupils With SEN

Gender (Tables 5A, 5B, 5C and 5D)

• In state-funded primary schools, the incidence of pupils with SEN without statements is greater for boys (22.8 per cent) than it is for girls (12.9 per cent).

• Similarly the incidence of pupils with statements of SEN in state-funded primary schools is much higher for boys than it is for girls. In January 2011, 41,980 boys in primary schools had statements (2.0 per cent) compared with 15,870 girls (0.8 per cent).

• State-funded secondary schools show a similar picture regarding gender: the incidence of pupils with SEN without statements is greater for boys (23.2 per cent) than it is for girls (15.4 per cent). The incidence of boys with statements is nearly three times that for girls. In January 2011, 47,375 boys in state-funded secondary schools had statements of SEN (2.9 per cent) compared with 16,345 girls (1.0 per cent).

Age (Tables 5A, 5B, 5C and 5D)

• The rate of pupils with SEN without statements in state-funded primary schools increases with age, peaking at age 9. In state-funded secondary schools, for pupils of secondary-school age, this rate decreases from age 11 onwards, falling sharply at age 16.

• The rate of pupils with statements of SEN in state-funded primary schools also increases with age. For secondary school age pupils in state-funded secondary schools, the rate of pupils with statements is fairly constant.

• In special schools, the rate of pupils with SEN without statements is highest in pupils aged under 5. For pupils with statements of SEN, the rate is lowest for pupils under 5 and remains almost constant from ages 6 to 18.

School meal arrangements (Table 7)

• The proportion of pupils known to be eligible for and claiming free school meals is much higher for pupils with SEN than for those pupils with no SEN.

• In January 2011, 31.2 per cent of pupils with SEN (with and without statements) were known to be eligible for and claiming free school meals in state-funded primary schools compared with 14.9 per cent of pupils with no SEN.

• In state-funded secondary schools the comparable figures were 26.6 per cent for pupils with SEN and 11.4 per cent for pupils with no SEN. In special schools, 34.9 per cent of pupils with SEN were eligible for and claiming free school meals.

Ethnicity (Tables 8A, 8B, 8C and 8D)

• In January 2011 around 1.6 per cent of White ethnic origin pupils had statements of SEN in state- funded primary schools. The figure is similar for Mixed pupils (1.7 per cent) but for Black pupils the figure is around 2.0 per cent.

• In state-funded secondary schools, 2.0 per cent of White pupils had statements of SEN. The same as for both Mixed pupils and Black pupils.

• Across state-funded primary, state-funded secondary and special schools, the proportion of pupils with statements of SEN was greatest amongst Traveller of Irish Heritage pupils (5.0 per cent), Gypsy/Roma pupils (4.1 per cent) and Black Caribbean pupils (4.1 per cent). However, caution is recommended in interpreting data for Gypsy/Roma and Traveller of Irish Heritage children due to the small numbers recorded.

• Similarly, the proportion of pupils with SEN without statements, across state-funded primary, state- funded secondary and special schools, was greatest amongst Traveller of Irish Heritage pupils (54.5 per cent) and Gypsy/Roma pupils (44.7 per cent). Again, caution is recommended in interpreting data for Gypsy/Roma and Traveller of Irish Heritage children due to the small numbers recorded.

• In state-funded primary, state-funded secondary and special schools, the lowest occurrence of SEN (with and without statements) was generally found in pupils of Chinese ethnic origin and Asian ethnic origin. Again, caution is needed in interpreting data for Chinese children due to the small numbers involved.

First Language (Tables 9A, 9B, 9C and 9D)

• The proportion of pupils with statements of SEN is slightly lower for pupils whose first language is known or believed to be other than English, in both state-funded primary (1.4 per cent, compared to 1.7 per cent for those whose first language is known or believed to be English) and state-funded secondary schools (1.3 per cent, compared to 2.0 per cent for those whose first language is known or believed to be English).

• However, the proportion of pupils with SEN without statements is slightly higher for pupils who first language is known or believed to be other than English, in both state-funded primary (20.9 per cent, compared to 20.7 per cent for those whose first language is known or believed to be English) and state-funded secondary schools (21.9 per cent, compared to 19.0 per cent for those whose first language is known or believed to be English).

Gifted and Talented (Table 10)

• In state-funded primary schools, the percentage of pupils with SEN (with and without statements) who have been identified as gifted and talented was 3.7 per cent. In state-funded secondary schools, this figure was slightly higher at 4.7 per cent.

Type of need (Table 11)

• Distribution across the types of SEN is similar to last year. The most prevalent type of primary need amongst pupils with statements of SEN in state-funded primary schools was speech, language and communication needs (24.2 per cent); in state-funded secondary schools it was autistic spectrum disorder (19.0 per cent) and moderate learning difficulty (18.8 per cent), and in special schools, severe learning difficulty (24.0 per cent).

Technical Notes

1. Information presented in this Sfr is drawn from two sources: the School Census (Sc) and the SEN2 Survey. Figures sourced from the Sc and the SEN2 Survey are not directly comparable.

2. The Sc has collected information on pupils with special educational needs (SEN) on the census date in January from schools since 1985. It is completed by schools and records those pupils with and without statements who are educated at the school, regardless of which Local Authority (LA) is responsible for the pupil. Figures for pupils with SEN without statements were collected from maintained primary and secondary schools for the first time in 1995.

3. In January 2002, the Sc introduced a major change in that primary, secondary and special schools reported data at an individual pupil level for the first time. Whilst the overall collection of pupil level data for these schools was successful, it is possible that some discontinuity in the time series data has resulted from this underlying change in data collection. For instance, the national trend in SEN pupils with statements between 2001 and 2002 in Sc is different from that shown in the SEN2 survey. Whilst there are valid reasons as to why the figures will be different between these surveys, it is unusual for the trends to differ to this degree. Therefore information from this release may not be compatible with information for earlier years shown in previous publications.

4. The SEN2 Survey has collected information on children with statements on the census date in January and new statements made in the previous calendar year from LAs since 1984. SEN2 is completed by LAs and records those children for whom the LA is responsible (regardless of whether they are educated in the LA’s own maintained schools, in other LA’s schools, in the non-maintained or independent sectors or educated other than at school).

5. Arrangements for identifying and providing for children with SEN are set out in Part Iv of the 1996 Act (and, prior to this, the 1981 and 1993 Education Acts). New rights and duties were introduced by the SEN and Disability Act 2001 (Senda). A Code of Practice, issued in 1994, supported the rights and duties in the 1996 Act. A new SEN Code of Practice took effect from January 2002. All LAs, schools and early years settings must have regard to it.

6. The new SEN Code of Practice introduced in January 2002 replaced the five stages with School/Early Years Action, School/Early Years Action Plus and Statements of SEN. The effect of this change was to reduce the number of pupils recorded as having SEN without statements. Numbers of children with SEN without statements reported in 2003 and later are not directly comparable with earlier years. Therefore information from this release may not be compatible with information for years prior to 2003 shown in previous publications. Further changes may result from the March 2011 public consultation “Support and aspiration: a new approach to Special Educational Needs and disability”.

7. The main changes from last year’s Sfr are:

• All tables derived from School Census data now include pupils with sole and dual main registrations (previously only sole registrations were included). This means that figures are not directly comparable with previous years’. The time series included in some of the tables should be used as these are provided on the same basis.

• To account for the increase in academies, the category ‘maintained primary schools’ has been replaced with ‘state-funded primary schools’. See Technical Note 9.

• There is an additional table showing all pupils with SEN by type of school (table 1C).

• Local authority level tables showing pupils with SEN without statements for all schools (table 15B) and pupils by SEN status for all schools (table 18).

• Local authority level tables showing number of pupils attending SEN units or placed in resource provision (tables 26 and 27).

• Additional tables showing primary versus secondary SEN need (tables H1 and H2).

• The table on teachers and pupil teacher ratios has been removed, as school workforce data for special schools is now collected as part of the School Workforce Census. 9. The description ‘state-funded primary schools’ refers to those schools maintained by the local authority, including middle schools deemed as primary, as well as primary converter academies. The description ‘state-funded secondary schools’ refers to those schools maintained by the local authority, including middle schools deemed as secondary, city technology colleges, secondary converter academies and all sponsor-led academies.

10. Pupil numbers at national and regional levels have been rounded to the nearest 5. Pupil numbers of 1 or 2 have been suppressed, being replaced in the table by an ‘x’. Where any number is shown as zero (0), the original figure was also zero. Where the numerator or denominator of any percentage calculated on pupil numbers of 1 or 2, this has been replaced by an ‘x’.
