How joining works

  1. Send the form on this page. We reply by email within a few days.
  2. If yes, you get an account: set a password from the link in the email, or sign in with Microsoft or Google on the same address if your organisation allows it.
  3. Your organisation signs the one-page confidentiality undertaking below. When it is back, the tender documents open to you.
  4. If we agree you are part of the bid, you sign a one-page participation letter by 15 October. Nothing is owed by either side if the bid fails.

The confidentiality undertaking

The Invitation to Tender makes the tender documents confidential. Volume 1 Part A says that a potential supplier must treat the information as confidential, not disclose it, and not use it for any purpose other than making a tender, and may share it with another person only where that person undertakes in writing to keep it confidential on the same terms.

So before anyone outside 3SC and Pop Pop Studio can open the Sources pages on this site, they agree to a short confidentiality undertaking on behalf of their organisation, on those terms. It covers everyone in the organisation who will read the documents. You will see the full terms, and agree to them, on the form below.

What happens next

  1. You ask for access using the form on this page, and tick the box to agree to the confidentiality undertaking. Agreeing does not commit you to joining the bid, and does not commit us to including you.
  2. We review your request.
  3. If we approve it, you get a login to this site and can read the tender pack and the bid pages straight away.
  4. If we agree you should be part of the bid, you sign a one-page participation letter by 15 October: your role, the sub-lots you support, consent to be named as a subcontractor, and confirmation that you are not in another bid for the same sub-lot. Nothing is owed by either side if the bid fails.
  5. If the bid succeeds, delivery work at Stage 2 is under a written subcontract with 3SC.

Two-step sign-in

Anyone who can open the tender documents signs in with a password and a six-digit code from an authenticator app (or by email). It is set up the first time you sign in and takes two minutes. Microsoft and Google sign-ins already carry a second step, so they are not asked twice.

The confidentiality undertaking

By ticking the box below you agree, on behalf of your organisation, that it and everyone in it who is given access will:

  1. Treat all tender information shown on the Every SEND site as confidential.
  2. Share it only with the organisation's own staff and advisers who need it for the bid, and make sure they keep to these terms.
  3. Use it only to prepare or consider this tender, and for no other purpose.
  4. Make no statement or comment to the media or in public about the procurement.
  5. Return or securely destroy the information, and any copies, when asked to.
  6. Tell the consortium promptly of any actual or suspected disclosure or loss.

This lasts until the Department for Education publishes the outcome. It does not cover information that is already public, or that the law requires you to disclose. Agreeing does not commit you to joining the bid, and does not commit the consortium to including you.
